• The nature and extent of emergency arrangements have to be

commensurate with the potential magnitude and nature of the

hazard associated with the facility or activity

• The threat assessment must be periodically reviewed to take

into account changes in to the threats within and outside the

country and the experience and lessons from previous events

involving relevant practices and sources
